Toshiba has a very strong presence in Tamil Nadu and chose the state mainly due to strong and attractive support of the state Government that included land, good infrastructure support, fiscal incentives, etc.
The most critical support of Government of Tamil Nadu was in terms of provision of a permanent solution to the problem of transportation of heavy over-design-cargo (ODC) of Toshiba that weighed about 450 MT (laden weight is 575 MT). Normally Indian roads including National Highways are not designed to carry this ODC. The Government of Tamil Nadu offered an 89 acres site in Manali which is 14 kms from Ennore Port and committed to strengthen the all the roads and bridges in this 14 km stretch to Ennore port capable of carrying Toshiba’s ODC. To facilitate the transportation of the ODC cargo of Toshiba, Government of Tamil Nadu had spent Rs.1860 million for improving the Ennore Port Connectivity. This bears ample testimony about the commitment and support of Government of Tamil Nadu to Toshiba project in Tamil Nadu. The State Government had strengthened the 4 major roads, constructed 3 major bridges, two under-passes, RoB at Athipattu apart from more than 15 minor culverts. The construction of anew RoB at Athipattu which is the busiest rail corridor was the biggest engineering challenge that was accomplished by Tamil Nadu Road Development Company (TNRDC) under Government of Tamil Nadu which was entrusted the task of improving the Ennore port.
